avoid broken browser_uid on IE

Internet Explorer 8 (and maybe others) seem to use different
capitalization in the ACCEPT_CHARSET header between "normal" requests
and AJAX requests. This causes a browser UID mismatch and thus an
unecessary reauthentication.
