server side resizing now needs a security hash which we can' provide in
the installer, yet.

According to the documentation the function was removed in PHP 5.4.0
though it still seems to exist in my PHP 5.4.6 installation.

The position of the option was moved to the end of the list so
the English label "None of the above" will make sense.

allow empty config file to proceed installation as we package default
config empty in first install

as packager may provide empty file in package, to ensure correct
file permissions.

This adds a license chooser to the installer. The installer defaults to
the more free CC-BY-SA. CC-NC-BY-SA is still the default in dokuwiki.php
to keep backwards compatibility.

The license array was reordered and Non-Derivative licenses removed
(they don't make much sense for wiki content).
