Ab methods repo groups and tsv for large entities

from the data tab and a script to use a file with a list of emails to
synchronize permissions on a method/config in the repo

Added script for registering a service account and a script to show

the estimated storage costs for workspaces in a project.

Modified the big query billing report to handle larger submissions
and deal with some token expiration issues.
